I am an american with big american greenbacks.
Since our deposit rates our positive but not negative is there a way I can funnel Euro money to American deposits.
Do Euros get access to low interest rates on loans? How can I access these loans.
I also have a pie in the sky idea of using Euro loans to pay for american loans or lend out the money at american rates, is there a way to do this? Why hasn't anyone done this?

I don't know if you could pull this off. At least for loans in germany you need to have permanent residence here, on top of various other requirements. Interest rates range from 3.5% to 8% as I've seen. If you try this, it will certianly have to be some shady business.

There has been carry from EU to USA for quite a while, thats probably why the EURUSD collapsed to 1.03, so at least big money has been moving to US, dunno if you can have access to said loans if you arent institutional.

I think they charge you for keeping money at a bank and this is supposed to encourage lending/spending, so lending rates should be low and spending/lending should go up. That's the theory.

No. The negative interest rates are for the banks parking their money at the ECB. It's supposed to dissuade them from holding on to it and loan it out/invest to stimulate the economy.
OP why not take a loan in euros and pay it in dollars, when euro collapses even more then you get like 30% off.
