If I get paid into a bank account in Country 1 and regularly withdraw money from it via ATM in Country 2, where I am a permanent resident, does this count as taxable income in the second country?
(Let's ignore the status of the bank account in the first country for the time being.)
Not American, so no worldwide citizenship tax.
Refer to the laws of the Country 2. If Country 1 thinks its taxable income there's not much they can do about it. If Country 2 does then they can get you.

If you set up an LLC in Dubai and don't repatriate the funds to the EU you should be fine. As I mentioned before though, consult the laws of the country you live in. They can take very different ideas of what is considered income and when you have to pay taxes on what.
