I have a question.
There are loads of online "strategy" games, browser ones (Like Ikariam, Travian, Forge of Empires, Ogame, you know the drill). In my country, there's literally not a single one and one with my country's theme would work great. I have thought of marketing, the main themes, etc, but I'm wondering how much would it cost me to create the game?
I'm not a programmer, so can't do it on my own.

I know a bit of software and one of those games would be a fucking huge beast. Not to deter you though, if you got a good business model and idea and get someone that knows the software/web side of things to tick off then you might be able to get some capital and move forward.

I'm going to school for computer science. It obviously depends on the skill levels of the programmers but its not easy at all, and programmers are extremely expensive. Unless you want to steal another games engine and then work off of that. Then you need graphics, and someone to set up the net framework.
Just find someone who's willing to help you out with the concept art, launch a kickstarter, and hire a programmer once funded.
