You can't start a business with a passive income. An established business will have management candidate lined up out the door to do your shit for you but no one is going to care about your shitty little start up if you don't. The best you would get is a 9-5 cunt who blows your money shrugs and walks off.

Depends what kind of time commitment you want to put in.
You have to remember that one person can add a lot of value with their time to a sum like $25K.
If you plan to start a business, I would only use a portion of the money, just in case things go south.

Put it in safe place. take out 5k. Lock the rest of the 20k in the savings account.
Learn to day trade on demos and when you feel like your ready (once every 3-4 months) Drop 1k from the 5k in and test the waters.
When you can consistently make profit for months then do so until the 2 years expire bring in the 20k and you should be able to grow it better than most auto-managed investments.
