A car note is a car loan. Buy a $3000 beater until it dies. It's cheaper to 20 cars over 20 years for $1000 each than buy a $20000 car for 20 years that you pay interest on.

An index fund is like buying every stock in the market, so it's tied to the entire market performance. It's a good investment. Buying every month is called 'dollar cost averaging'. So you buy more when stocks are cheap, less when they are high, it averages so that so long as the economy grows over some timeline, you make money.
