I suggest you divide the essay into two sections.

The first part should deal with the moral/ethical aspect of prison. Why do we have prisons, and what is the relative importance of punishment versus rehabilitation. You could compare the US system (emphasis on punishment) with the Scandinavian system (emphasis on rehabilitation - refer to the Norwegian system, for example).

The second part can then deal with actual evidence - are criminals more or less likely to reoffend after being in prison versus alternatives (e.g. parole, electronic tagging).

Conclusion will probably something along the lines of not all prisons being the same (refer to US versus Norway), and that a prison system that emphasises rehabilitation can result in reduced reoffending, but that this can conflict with the public's view of prison as a place of punishment.

Having actually written a paper at university about this think of it this way:
A reason as to why people come out worse than they went in might be that prison is seen more an instrument to punish people instead of a way to teach them to be law abiding citizens. If you're looking at the US you could also add that prisons are a business and having people in prison is beneficial / confirms that they are necessary.
There's no reason for prisons to help people better themselves. They'd rather have people get out of prison, feel completely lost with all the opportunities and responsibilites of organizing their own life and commit crime again. Add to that the fact that having been in prison makes it a thousand times harder to find a job/ form relationships with people etc. People are still being ostracized due to prison sentences.

I feel though that at the core of the discussion about prisons should be: What do you want prison to be? Punishment for "bad" people or a correctional facility that helps people become better and find their way back into society?
