When you convert 1/3 into decimal, it becomes .333... which just rounds to .3.
So that means it becomes 3 / .3 which equals 10. You're not cancelling out the division and multiplying just because you converted the fraction into a decimal.

That means that the whole equation becomes:
9 - 10 + 1
9 - 10 = -1
-1 + 1 = 0.
