For example, sniper-heavy FPS games have a high but very solid skill ceiling; you can't be better than an aimbot.
What I like about Ring Runner though is that whatever someone is doing, there's always a way to best them, often with unintuitive methods.

What the fuck? Not its really not. It's nothing to do with difficulty, its how much control over the outcome is dependent on skill and how high can that skill cap go, far more prevalent in open world, rpg and pvp games. For example playing a simple flash game there is a very low skill ceiling because it is incredibly constrained and thus the delta in skill between players isn't reflected in the end result that they achieve.

I think it's impossible to say that there is a single game with the highest skill ceiling but games with high skill ceilings usually tend to have a competitive community around them. MOBAs like league of legends or DOTA 2 have insane skill ceilings, FPS games like CSGO or Overwatch, or RTS games like starcraft2. It's just hard to compare games that are in different genres. In most games the skill ceiling also depends a lot on what characters you play and stuff like that. That is especially the case in fighting games since your entire moveset depends on what character you pick.
