I can't say what would happen because I'm not in charge of every government's armies and have no idea what plans they have. But as anyone in there can actually tell you, they spend their time creating a multitude of scenarios for everything ranging from war with other countries to war between other countries to even civil wars,and have devised backup plans for those scenarios. Whether those plans would work or not I obviously can't say and neither can any of them unless push comes to shove.
What I can guarantee you though is that if they were to hit us first with an actual nuclear strike, it's fairly obvious that war would start, and what the US SHOULD do is bully NK into submission with the help of other countries, not "lol just bomb all of them who cares lmao". Precisely the fact that NK is "isolated" is what ends up being their weakness.
