Lathe or CNC machine. The pistol needs to have a threaded barrel. If the pistol has a Browning action (meaning the barrel tilts upward when it cycles, many modern handguns do), then the silencer needs a piston "booster" in order to help the handgun properly cycle. If it lacks this device, then the handgun won't unlock, and therefor cycle, after each shot and you'll need to do this by hand, making your weapon a single-shot handgun essentially.

So the baffles are what silences the handgun. The baffles are typically cone-shapped, though many variants exists, and can be stacked on top of each other or made out of a single piece of metal (monocore). They stack inside of a metal tube (what you look at when you see a silencer). The piston screws on between the barrel of the weapon and the silencer itself.

Rifles and handguns that have fixed barrels (like the Beretta M9) do not require a piston. The baffels and tube are typically made out of a high-strength alloy metal, like stainless steel or inconel.

It's kind of a pain in the ass to make your own reusable silencer, if you're not already a machinist. Otherwise they're fairly simple in design. Making one without the appropriate paperwork from the ATF is a felony, though. The paperwork isn't TOO difficult to obtain, assuming you're not prohibited from purchasing weapons (felons, declared mentally defective, drug charges, etc.).
