The flag itself is not racist, but it is insensitive because (right or wrong) it now represents slavery as well as the CSA. Just like the term "colored," it really depends on context. Fly it at a Civil War re-enactment? Good. Fly it at a Black Lives Matter counter-protest? Probably racist.
