This does seem to be the case. The most conclusive research I've looked in to suggests that transgender people have stronger genes for androgen receptors which prevents testosterone acting on brain development.

While this isn't a mental illness it is an abnormality of brain development. As such if that could be treated and allow the brain to develop as it does in unaffected people then this would mean no surgical intrusion is required for treatment. It would also not change the sexual preferences (gay / straight) of the individual either.

It's beyond me why this avenue isn't being researched more heavily.
