Builders in each subdivision, will have to set aside a certain percentage of homes to be sold to low income people. It doesn't matter if the person has bad credit, cant afford the neighborhood, or has defaulted on previous loans. The US government has deemed that you can't live in a high end, safe neighborhood. Let us face the reality that low income people from the inner city generally bring in a host of problems; they bring crime, aggression, lack or respect, lack of social mores in dealing with neighbors, etc
