Depends on what you mean by "bad." Like the other guy said, it varies by headcanon, but generally a smarty (regarded as the worst of fluffies to domesticate) is almost impossible to break once it's reached the colt or filly stage of life on into adulthood. Extreme abuse and precise torture may work.

As far as other "bad" behaviors in normal fluffies, they can usually be trained out easily. Fluffies can be taught to use the litter box instead of shitting everywhere, FluffTV offers several programs that can, with repeated viewing, cure fluffy prejudice against alicorns or brown foals (if common in your headcanon), and most any other behavior you want to fix can be trained out like you would a child. As bad as their memories are, fluffies are surprisingly receptive to long-term training.
