Even if fluffies were considered animals in CA, that doesn't mean they couldn't be hunted. Ferals in the wild or near farms would likely be treated the way wild hogs are, i.e. no restrictions on hunting, trapping, and destroying them.
What it would mean is that they would become a tremendous nuisance in urban areas. In most stories, punting an aggressive feral out of the way while walking down the sidewalk is a non-issue. If fluffies were treated like dogs or cats, this would get you arrested. Traffic flow would run into serious issues if you had to swerve or stop for every fluffy. Lots of accidents would happen.
Poisoning them and most traps would be illegal. Rats and mice are vectors and are classified as vermin, so virtually any type of trap or poisoned bait is legal. If fluffies had dog-like status, that would all be illegal. Imagine any alley near a restaurant if that were the case.
If fluffies had those rights from the beginning, the city could manage them like other strays and nip things in the bud. If your city had fluffies like it has rats, but they were suddenly given the status of dogs, the burden would be enormous.

Morbid curiosity. At first, it was just the sheer shock value of these things getting brutally tormented. I didn't like it, but it was kinda like a trainwreck, ya know?
Then I found Hugbox, Sadbox, and Weirdbox content and fell in love. The design of fluffies is sacrene sweet to me, and I love their low-intellect, childlike personalities.
I love animals, and having these little guys being able to talk and reason on a juvenile level is fascinating. If they existed, I'd likely own a small family of them.
I want to write some more of my own stories now. Kind of slice of life type deals, all with their own adorable moments, the tragic moments that seem to plague fluffies, and of course the weird shit they can get into.
