Private gun sales are legal. You don't need to register in most states. Mine aren't registered and it is perfectly legal.

You can also make your own gun. You can buy what is called an "80%" lower receiver. It is a non-functional lower part of an AR-15. All you need to do is bore out the area for the trigger mechanism. It doesn't need to be that precise because the trigger is located by pins. As long as you get the pins places correctly it becomes a fully functional AR-15. No registration needed because when you bought it it was just a chunk of aluminum with no function to it.

Every other part of a AR-15 can be ordered through the mail with no permit needed. the only part that is considered the "gun" by the government is the lower receiver, and you made that yourself, which is perfectly legal.

The only catch is you can't sell it without a firearms license for manufacturing and selling firearms. You must keep it as your own forever. If you don't want it anymore you must destroy it.

Until you complete it yourself, the 80% lower is no more a gun than it is a paper weight.
