That depends. Are you talking about Orcs vs Orks, exactly as you wrote it?
Because as a whole Species the Orks cannot be defeated by the rather simplistic means available to the Warcrafters.
The Orks will spore and infest the entire planet(s) within a short period of time, grow into a Waaagh sooner or later and invent advanced technology that'll stomp the others (Orcs included)

If you are talking about a single Orc vs Ork then it depends on the individual skills.
Let's go with mirror-matchups anyway.
A shaman can control the magic much more compared to a weird boy, they are less likely to self immolate or explode spontanously. Orc gets it.
If it's just simple warriors the both of them then it might be somewhat even. Both are pretty tough and it will depend on the age of the Ork, as they grow by how many enemies (or kin) they have mashed to pulp.

What make the fantasy orcs so much lower than 40k orks? To me they always seemed to have the same basic structure. Magic works because they believe in it and they grow stronger just simply based on numbers they were just much less primitive.

I don't see that as being a problem facing warcraft orcs especially if it is just orcs with out influence from the other warcraft races. They would be just as primitive as the fantasy orcs.

Warcraft orcs would win. However Warhammer orcs are far cooler and frankly, better and more brutal. Due to warcraft having the "superman syndrome" in where due to them having access to medieval spaceships and des ex magic, they would win. The only reason Warcraft orcs have plot armor is because they're in the Warcraft universe and they are a huge part of the story. If they are in a neutral universe they wouldn't have this superman syndrome, so I'm pretty sure it wouldn't be a forgone conclusion.

Why do people even bother trying to compare anything vs Warhammer? The answer is always objectively Warhammer. Warcraft orcs are just big green humans whereas WH Orcs (or Orks) are 8 feet tall with skin so thick you can barely scratch them with regular weapons. Even losing limbs doesn't really slow them down because they have natural regeneration so strong you can just kinda sew it back on and it'll work fine.

Lore Master here. They do not have regeneration, which is why grimgor still only has one eye. And even if you sow it back on it will only vaguely be usable. It's just that the orc doesn't give a single shit about his arm being lost, and the reason you don't see any one armed orc's runnin around is cause if another orc see's you lost an arm, you're usually just murdered on the spot.

Uruk-hai would win against regular warhammer orcs, uruk hai are far more organized to the point where they actually fight in formation with spears and lances etc. which is the main reason why warhamer humans can beat warhammer orcs. Warhammer Orks don't have souls though. They're separated from the universal psychic/magic plane, which provides a resistance to things like magic. They've even developed their own group consciousness that can will their thoughts into existence (like being stronger). They're also genetically disposed to engineering, and through group will can make even a peashooter into a bazooka.

Being that Fel magic eats souls and crap, and the tech in Warcraft is very primitive (compared to space faring folk), I don't think they'll stand much of a chance.

Also, Orks were genetically engineered to be the best combat force in the galaxy, and their numbers are greater than any other race/species in the universe.
