Very common. As we have quotas to meet, we'll often make arrangements with high level drug dealers where we'll let them get on with what they're doing, so long as they don't do anything too fucked up (eg, killing other gang members is all cool, but we'll go after them for innocent people).

We do this because we know we can't ever control them, and they kind of help to keep other gangs in check.
