Yes, a voucher is like a coupon, good for tuition to any "public" school.

Parents use the voucher to send their child to whatever school they wish. Schools would then be compensated by the government based on how many vouchers they have.

Thereby giving schools competition with each other, and giving parents a choice of which school their kids go, where now they do not have any option.

As for privatising schools their already are plenty of private schools. While in theory privatising all schools might sound good it can just lead to more problems.
How are those schools rated? Most likely on grades, which basically encourages schools to get rid of bad kids to make themselves look good. Yes that can be great for kids who actually want an education. But instead of helping bad kids they will be essentially pushed out of the education system as the schools have no insentive to try to help them.
