Some factors to consider: think about what society would be like if conditions had to deteriorated to the point of civil war. It wouldn't be like it is today. Also think about whatever the dividing lines are, what percent (likely a huge majority) of the military is going to defect and refuse to follow orders to attack their own homes and neighbors? Also think about which European powers be trying to get their claws in the middle of it. Western powers would come in on the side of the government. Russia on the side of rebels - all getting involved hoping that they can position themselves as the new big dog to replace a weakened US. Also think about geography. Government would likely only be able to hold the cities, which means the majority of the natural resources, food resources, water, military bases, and everything else would be in rebel hands.

Civilians with their own weapons would play little to no role in this.
