As OP showed a Villain can be a protagonist. a protagonist is the main character of the story. The protagonist was obviously Rick Deckard, anti hero for sure.
Roy Batty was clearly the villain, however a story with him as a protagonist couldn't paint him as a hero because he killed too many innocents and his motivations were purely selfish.
He is a GREAT fucking villian though.

Dexter was a fun character, but Underwood is just better at being a villain. Dexter kind of sucked at it. He'd fuck up constantly.
Frank on the other hand doesn't have the addiction to kill, he simply kills when he need to to suit his agenda.
Dexter was also rather charismatic, he was likeable and you rooted for him.
Underwood is a total slime, he makes you hate him, and yet somehow he's so fucking good at being evil you still want to see him win. It's a head fuck. He's just so gooood at being baaaad.

It's also a much better written show. Dexter was a fantastic character and the writers didn't seem to know what the fuck to do with him. The last season was a disaster, and all other characters were terrible, except a few of the other killers.
House of cards is a little cheesy at times, but overall the writers seems pro.
