North Korea has essentially no diplomatic ties with the United States, so getting anything done has to be via political leverage, ie. hostages. Don't you think they'd be willing to kidnap an innocent American, force a confession out of them and use them as bargaining chips? Seems like a suitable option to me, from the perspective of somebody trying to successfully run a totalitarian dictatorship like NK, at least in the short term (this may or may not end well for them though).
