Sure they could easily ban-evade, but it was annoying and people would rather not get banned most times. Especially when it was attached to a tripcode, which well over 90% of the site used back then.

This site only became an anonymous shithole when menchi took over and tricked moot in to thinking anonymous discussion was "totes tops yo".
