They are safe to send to your house, spores are not illegal they come labeled as "Microscopy purposes" or Research purposes, i believe some states in USA have law against spores now but most places they are legal.
Syringes are illegal in lots of places because the spores have been "hydrated" which means they are ready to grow and no longer for research/study
