You may be the one physically out on the floor, but it's not your product. You don't see any profit from it. The company is selling the product. They have more incentive to have any paying customer, regardless of what kind of cash they hold. And then you have the dissonance with the bureaucrocy. they don't want to over fill the drawer with change, for liability reasons, but they don't want you to turn away customers just because you don't have the change required.

I'd guess that might be why they're buying so much hand soap, if your hand soap is cheap.
