Poor people have no concept of saving money when there aren't any problems though. If they have a good month they will celebrate and overspend instead of planning ahead for problems. So of course if you do that, minor problems will lead to debt. I see it all the time.

The most important way to stop being poor is to always live below your means. That way even if problems occur, you have money saved up to handle them. Instead people will be constantly going to bars or strip clubs, getting a new fancy TV when they get a nice tax rebate, etc.

Inflation is basically too much money chasing too few products.
Add money to any economy gives you inflation - unless the amount of products expands at the same pace as the amount of money expands. That scenario produces zero inflation.
Giving money to people who don't already spend it all is not inflationary. Thus, giving more money to poor is far more inflationary than giving more to the rich.

The problem is that the basic functions of money virtually guarantee at least 10% of any population will remain in poverty. You can adjust this percentage for a short period of time, but inflation will always push that percentage back to at least 10%.
The only way to eliminate poverty is to eliminate money.
