Ferals get killed by winter, heat, cars, predators, human abusers, drowning, eating bad stuff, traps, exterminators. Their stupidity and naivety bring them a lot of misfortune. They literally think you can fix a grievous wound just by hugging each other. Only the most lucky fluffies survive a full year. Their fast and constant breeding helps keeping a herd going. Plus every year, domestic fluffies run away or get lost from their owners, or are "set free", creating more feral ones.

They have no instincts other than to hug, play, mate, eat, sleep, shit. Their fluff doesn't provide much warmth. They are slow and clumsy. In the early days of fluffy pony development, Hasbio's Biotoy-Human Interactions department struggled with properly balancing the behavior of fluffies with the desires of people. Test audiences routinely described the talking of fluffies as 'creepy' and 'too real' or other terms that imply that the uncanny valley effect is at work. The current plan is to make the voices higher pitched, introduce a cure lisp, and simplify their vocabulary.

There were also reports of unusual or undesirable pony behavior, such as:
exhibition of extreme fear certain inanimate objects that the fluffy has comfortably been around before
repeating words, typically the last word of a sentence
sudden bouts of laughing or crying
caching behaviors of food or toys
burrowing behaviors

Some of these behaviors made sense from an animal instinct standpoint - the wide variety of DNA used lead to little bits and pieces of parent animal instincts being expressed. Others were much harder to understand or correct.

To that end, the BHI department ordered the engineering of Otto, the human evaluation fluffy.

Otto is an alicorn engineered to have a much better memory, more curiosity, and a desire to understand humans. Otto has been given a stuffed animal that he has been encouraged to talk to about his owner, Dr. Hollins (from Genetic Neuroprogramming Dept). Then the herds go somewhere else, and get new not-fluff, and they get a sorry stick. Otto thought that they would give each other bad hurties with the sorry stick, but instead they made the ball small and hit the ball! They sorry stick the ball so hard it flies away until another human gets it.
Otto loves ball! Otto thinks they are worstest meanies ever! Sometimes the ball goes out to the humans watching, and they get it and take it home so the meanies can't hit it anymore.

One herd tries to give the ball bad owchies but sometimes the ball am too fast to sorry stick. Sometimes they do tham more than Otto have legs, and sometimes not more. Then the herds go away, and come back again, except tham time the other herd has the sorry stick! They do tham for many forevers even after Otto am bored.
Daddy loves it though, but sometimes Daddy yells at the TV, which am scary! Also, Daddy told me the fluffies on TV can't hear or see you, but maybe TV humans can only hear humans?
