They confirmed that people close to Trump had been contacted by/had contacted Russians, such as foreign ambassadors, banking officials, etc. The CIA and NSA are only supposed to monitor the foreign entities, and are supposed to exclude the names of Americans unless there has been a crime (which becomes the FBI's problem). Obama administration officials had the Trump campaign officials "unmasked" without demonstrating cause or criminality, then passed the word around, and leaked the info; all in clear violation of federal law.
