My guess would be taking brain scans from real people and semi-randomizing them into a composite, then running the AI through various life simulations in order to further develop a personality before putting it into a real body. The trouble with a purely computational AI created by evolution and random mutations is that it doesn't have the same intrinsic programming living creatures do. Due to evolving based on the most efficient pathway instead of evolving in a survival of the fittest situation it will likely develop into an extremely solitary sentience who has no interest in outside life, and possibly isn't even able to comprehend how we think. This would likely be remedied by forcing it to evolve in simulated realities as if it were a "real" creature

Assuming we use a similar brain structure instead of just making them incomprehensibly intelligent (which we would likely have to do to avoid them going insane from being stuck in physical bodies and retreating into simulated realities in which they can move at the speed they are capable of thinking) the same or similar methods used to detect consciousness in humans would likely work on them. Rights would likely be based on sentience, not humanity. So your laptop or personal assistance has no rights, but a fully sentient android would. We would also likely create incredibly intelligent AI assistants without the sentience aspect in order to use them as we wish without the morality problems of using an intelligent AGI as a slave

They won't be machines. Well, maybe initially. But we will probably end up using bioprinted bodies. (Same tech we are currently using to grow organs in labs, but more advanced) They would be biological organisms with AI as their brain. Once people interact with them they will be more willing to accept non-biological AIs as sentient as well. Like most technology the luddites will probably be the parents, with the children growing up with it accepting it as the norm

way easier to just make a convincing simulacrum of intelligence - something that isn't actually self-aware but is able to fool an outside observer into thinking it is

we already have neural networks that preform better than humans on certain tasks, even though their exact "thought processes" remain something of a black box that we can't really unravel or understand
