Use a new multi blade razor, or even and electric razor if you don't want to get that close. Go in shower hold your sack taught so that the wrinkles are smoothed out. Slowly go with the razor either in a an up or down direction. Clean razor and repeat. Best way to do it is to get your balls inside you and do it when the sack is on its own. don't streak it more than you have to no need to do more than a pass or so on each area.

I use a DE safety razor buy you can probably use disposables.
Get in a tub of hot water give your nads like 2 minutes to loosen.
Hold the nads in one hand and pull the skin across them. Move your fingers to hold the skin taught and the balls in place. Shave the skin pulled over the balls. Reposition the scrotum and repeat until your balls are sufficiently hairless.

yes it is. you stretch your skin to shave it and then the skin grows over the pore when the follicle isn't protruding, especially when your balls sweat. I didn't have any problems with my balls until I started shaving them.
