Don´t have a pic because I haven´t been there in 4 years, but my high school´s boys restroom was made like this.

Yes, they urinals were prefectly visible for anyone passin by, and the door was always open (I don´t if there was a rule about it or not, but I always saw it open), and the girls would have to walk past it to get to their restroom.

These were the only restrooms in the entire school, but it was a small school (school for rich kids in a mostly poor town), there were only 16 people on my grade and only 4 of them (including me) were males, and the others grades were equally small and with similar male to female ratio, so the toilets (which did have privacy) were always available, and nobody used the urinals.

But I still wonder, why was it designed like this? did the owner and/or the principal (both women) wanted to hopefully caught a glimpse of a penis?

And yes, it did cross my mind to flash some girls with this, but given how small the school was (everybody knew everybody) and how strict they were, I didn´t want to push my luck and never tried.
