I think the problems are worse under socialism though because there will always be a state to fuck it up and get greedy and stuff just like the businesses do. Instead of inverted totalitarianism like we have now they just want totalitarianism.

Net Neutrality means I or you can begin a video distribution site with the same quality of service as Netflix,Hulu,Amazon or Other because your packets are forwarded to your customers on an equal level as any other packet. Losing net neutrality means Amazon or Netflix can get preferential treatment by your Some, or All of the ISP's because they would pay them to do so. This will cause the number of small business startups on the internet to shrink drastically. Internet packets should all be treated fairly without surcharges, discounts, or other means of variable transmission fairness. Imagine if there were an infinite number of usable radio frequencies in the FM band and stations need not be licensed- there would be a tremendous amount of radio stations available to you and the new cheap FM radios could effectively tune in to Any station anywhere with perfect quality regardless of distance.
The loss of net neutrality is something like altering that system to make radio stations PAY extra to have theirs sound better than the others, forcing small radio stations to begin to cough up cash to pay for better signals where before the change they didn't have to pay anything more than a basic nominal
transmitter, antennae, and the electricity costs to reach everyone who cared to tune in. Losing net neutrality means that they will have to pay an additional amount to ensure a quality signal where before the signal was perfect. It was perfect for all stations, and those stations that wanted to encrypt their signals could charge to listen if they wanted. Those that didn't and those that did had equally perfect signals- now only those stations that pay the Most for the formerly almost free airwaves will have the best signals.

Yes, the internet backbone and internet connections costs money to operate. They already charge enough to be viable and profitable and know how to budget for expansion and still be profitable. One pays to get on the internet usually,
