Noko was the /b/ way of rate-limiting people who didn't read the FAQ and rules. 4chan not having a mobile website meant you had to browse on an actual computer, which meant little Timmy newfag either had to be old enough to have his own, or he had to sneak into the family room at night and keep it a fucking secret.
