The answer to this question is actually yes. Not all science PhDs are scientists, just like not all people with Law degrees are lawyers and not all people with engineering degrees are engineers. A science is someone practicing science, just like an engineer is someone practicing engineering and so on.

The point is not whether or not Mr. Nye qualifies as a scientist because it's kind of a silly question to even ask. Degrasse Tyson technically isn't a scientist because he isn't practicing science, he is promoting it, and there is a difference. The point is that Mr. Nye has positioned himself as an authority on basically everything with his supposed qualifications being science, and he asserts this supposed authority outside the realm of what science pertains to.

To sum up, he's a political tool at this point. His qualifications are irrelevant.

To answer your first question, yes. Degree doesn't imply ability as your second question intends to prove. Bill Nye is a scientist. He has invented things in the past, worked as an engineer, etc.

Your entire premise is stupid, because, besides it coming from the brain of an idiot, the more logically pointed strategy would been to have thunk it out a little more with your little thinker and realized that one can be a scientist and be credible in one area and not in another. If you wanted to challenge his credibility that would have been the more savvy and defensible way to go if you wanted to avoid engaging in an actual debate with this guy's arguments. But, you're an idiot, so of course that didn't happen.

Even if you did go this route actual intelligent people listen to arguments outside of the context or the reputation of the speaker and evaluate them independently.
