There is no reason their positions shouldn't be paid with a flat wage.
Assuming that let us say a delivery boy gets 2.50$ in tip on average (factoring in big tippers and shitty tippers) then the company should simply add a 2.50 fee for delivery and be done with it.
And for waiters the same thing... take their average tip size and add that to the prices of the meals on the menu.

Do you know the number of times I've gone to places 20min before closing, and the employees have already put up the tables and turned off the equipment? Sometimes already locked the doors. Because the employees want to be able to go home right when closing time strikes, not stay after closing to close up the shop.
But if you are going to close at 9:40, then say you are closing at 9:40, not 10:00.
In some extreme cases, 30min before closing the employees are already trying to close.
If I managed a business, I would make sure the employees are keeping the place open until 9:59, or make the official closing time earlier.

If something like that is bothering you then prepare for someone to do that every night. In fact, fucking celebrate it. Be mentally ready to speed the fuck right down there.
