Yes, learning German while living in Germany is mandatory. You will make a Bad impression if you dont start to learn it. Most young and middle aged Germans speak english however dont expect that the cashier at the grocery store understands english (or wants to speak english with you).

compared to west germany east germany is still kinda behind, the streest are shit, there are not many jobs and most people come to mecklemburg vorpommern(wismar is there) in the sommer for vacation
also in the east there are more nazis than anywere else in germany, you may get some problems with them, wismar is not that bad, but rostock and other citys are
