Many reasons:

The "shitting all the time" phenomenon is an aftereffect of the hellgremlin invasion of the fandom, as fluffies are supposed to be near neurotic about avoiding bad poopies and their not-pretty smell.

Diapers tend to make fluffies look like some kind of baby thing. Plugging their asses with corks instead is more degrading and humiliating.

And last and least, it's questionable how well a diaper would work on a creature with thick fluff.

If I could bring back one artist to Fluffybooru I would pick Carpdime. He drew a lot and was very active on the site.. He had a lot of variety as he made hugbox, sadbox and abuse. He came up with some new ideas and concepts that inspired other artists and writers, such as the "Foal in a can". He drew such cute but also oh so abusable foals.
