Well, yeah, engineers make the game more fun when I'm a demoman and can take their sentry out with ease. Otherwise, things can get stalematey if no one knows what they're doing.

I feel like it's more of an indirect nerf to Pyro than it is a buff to Soldier. I feel like soldiers need more of a chance to deal damage to pyros with rockets instead of needing a shotgun.

Also, Overwatch has shields and shit, Wrangler and Vaccinator are the only "shields" we need in tf2.

Say you made close range airblasts impossible though, by introducing a period of rocket invulnerability.
Pyro has to hold flamethrower to reflect rockets, but can only damage Soldier at close range with flamethrower, and without rocket reflects Soldier is deadlier at close range.
The only solution is to use Degreaser so he can hold a secondary yet still reflect a rocket should one come at him, which is what most pyros already do, and something your nerf doesn't affect.

In other words, what you suggest is a nerf for underused weapons.

Any Soldier who has that happen to them deserves it for letting themself get cornered.
It's not like Pyro can just run up to a Soldier, flawlessly deflect every rocket he fires, then pin the helpless mercenary in a corner with ease.

Airblasting is tricky even when the Soldier isn't making his rockets intentionally difficult to airblast.
Even decent Pyro mains can easily be hit by weirdly fired rockets.
Should the Pyro get close, Soldier can just rocket jump if he's in an outdoors area.

And even if Soldier gets pinned, the Pyro is probably only going to have a handful of airblasts left once he's closed the distance with Soldier.
The airblasts that pin Soldier in a corner have to be used sparingly, so either Soldier won't be pinned for long, or he'll have plenty of time between the airblasts to fire rockets; and even if the Pyro is at full health, he just needs to hit two.
