It's really really particular.
I've been to Cluj Napoca, second biggest town in Romania and it's funny how the "average" (which is 5'7") is really ambiguous.
Believe it or not, there's no 5'7" to 5'11" there, it's whether smaller than 5'7" (usually 5'4, 5'5) or taller than 6 ft, I really felt like "Average" since I didn't encounter "average guys".
Concerning the girls, I never thought I would say that one day but they are way more attracted to small or average guys.
Actually the majority thinks like that: Average guys > small guys > tall guys, I've been flirted with, even in front of my girlfriend, by smaller girls partly because of my "accessible but not too short" height.
The mentality is very different there, not saying that we would have our chance there since they are Americanized when it comes to our look and I guess you have to be extremely good looking (or foreigner with a preferably french accent) to pick up hot girls there but your height won't give you any problem.
