There's actually legitimate reasons why B is the correct method.

The outward hang allows not only an easier tear without as much risk of spinning the roll, but it also keeps dirty hands away from the wall thereby reducing the amount of germs and feces that get transferred not only to the wall, but between people.

By using method A, it is almost guaranteed that people will touch the wall to lift the hanging bit.
