To tell stories, not that much different than poetry or ballads. You assume all rap and hip hop is like this because of what you see in mainstream media. Same can be said of all genres in mainstream media, how they require little effort are bland and two dimensional. You must have to put a small amount of effort into looking into a genre to find the something good.

Rappers don't like the drug fueled lavish, try hard gangster portrayals anymore. Lots condemn it actually and blame it for how bad gang violence has become. If you listen to a rapper who was really gang affiliated, and has seen lots of their loved ones die, the message they spread is more about pro community, education, and local business
