I've tested cup mode quite a bit in 17 and seed abuse is real. iirc if two teams are tied in the first two tiebreakers the higher seed gets picked regardless of head-to-head. Obviously doesn't affect shit if the tied teams are the bottom two teams because it doesn't affect anything in the knockouts (if a playoff to determine who gets """"""""fetus'd"""""""" is needed it can easily be done outside of cup mode).
However it does affect the knockouts if the top two teams in some group are tied (ie if /3/ and /a/ both share the same points/(lack of) gf/gd but /a/ beat /3/, PES will still give /3/ the top spot anyway if they're the higher seed) or the tied teams are second/third (ie if /x/ and /y/ are second and third, both share the same stats, but /y/ beat /x/, PES will still advance /x/ and eliminate /y/ if they're the higher seed).
Also injuries to medals are an actual thing that can keep them out for more than one match (as if a team that gets an injured gold is going to play more than three matches) and the knockouts would return to the topA-2ndB topB-2ndA format of old but who cares cup mode is never ever coming back ever thanks /aesco/ and double thanks konami for being shit at tiebreakers
