No, it would not be right a description. Pakistan as whole is large blend of indian, pathani and persian genes. So I don't think anyone is more persian or hindusthani. Yes, there are lot of cultural differences between karachi and rest of the part. It seems that peole from urban area are less violent because education is more prevalent and poverty is less. Karachi is a urban part so obviously it is more peaceful than rest of country.
