That is because Toriyama wanted to go back to comedy. The problem is Dragonball had funny adult humor while Super has cringe childish humor. You can clearly tell he is absolutely out of ideas to with all the ass pulls Super has brought.

DBZ ended the story pretty nicely. Vegeta and Goku for example finally stopped hating one another so much at the end of DBZ. Vegeta finally grew up from his childish ways and admitted Goku was superior.

Then Super comes along and fucks that up of course. On top of many other things they fucked up. Like Frieza getting much stronger with only 4 months of training in the movie.

The jokes and funny stuff would be going backwards considering the power level jumps and serious tone of DBZ. Even then it could be salvaged if it was actually funny but it is just cringe as fuck watching it. I can watch Dragonball still today though and laugh at it because it had good humor. DBS is just all kinds of awful with storylines literally pulled out of the ass. Zamasu is yet another ass pull out of nowhere. DBZ didn't need "this" as its sequel. It deserved better. Perhaps not even follow it up at all actually if this was what Toriyama thinks is good.
