New flapper valve. They get worn out and have to be replaced. Its an easy fix and no tools required. Get the part from any home improvement store or even Walmart.

The flapper isn't sealing right, whether it's new or not. It could be the chain attached to the lever and flapper is too short. All of these are cheap fixes with youtube video repair instructions. Be resourceful, instead of a useless whining faggot.

Is it button or lever?

If it's the lever type then the large plastic section requires a new diaphragm (looks like a flat sheet of flexi plastic).

If is the push button type, then the large plastic section either needs a clean (grit stopping rubber seal from working) or a complete new plastic section.

Take the lid off the tank, inspect how it all works and figure out where the problem is, not hard. Could be a part of the chain under the flapper or not enough slack.

The rubber flapper has a very slight warp, possibly so small you can't see it. But it will still leak. Change it for a new one.

If water stops when the fill valve is pulled up it is probably calcification or sand in the rubber seal in the fill valve. The flappers almost never go bad. Either repair or replace the fill valve. That is the gray stack with the float on it. They are like 10 bucks.

To repair a fill valve, turn water off at stop cock on wall and carefully pop off the black cap on the fill valve. There will be 2 rubber seals clean these and replace. Then snap back on black cap and turn water back on.
