I've always been most struck by the inclusion of, "...and you'll make it." He's offering advice, almost consolation. It's like he's worried about the man quitting, or snapping. He can't afford to lighten up, as he knew he'd have to entertain Southern senators who'd want reassurance that Johnson wasn't a nigger-lover. Parker took a lot of abuse from Johnson. This might have been as close to an apology as Johnson was able to make.
