If the Spider-Sense is working, he can counter pretty much anything.
Also strength-wise Cap tops out between 1-3 tons depending on the writer, Spidey is firmly in the 30 ton range.

I loved the subtle way they displayed that in the Civil War movie. Cap, using his shield, struggles to hold back the force of Bucky's robot arm and gets knocked back through an elevator door. Spidey just casually catches it with one hand "You have a metal arm? Dude, that is AWESOME."
