what I mean is just take my design, photoshop it onto the chest of this image, then upload to instagram? I don't understand why not because the image isn't being sold, and people upload pictures that arent theirs to their instagram all the time, there's whole accounts that just post pictures of celebrities they obviously dont own the copyright to

No. The celebrity is not endorsing your product they are merely printed on it. Just like printed photos the copyright lies with the photographer
