California can't pay it's own unemployment, they borrow money from the feds to do it. It's actually on the ballot to raise taxes in California because they aren't paying back any debt.
California is 3rd in the nation for welfare payments, with some places having unemployment in 20% bracket.

California makes money, but it's Hollywood, silicon valley, and shipping. The average Californian is barely surviving.
