First things first dude, get yourself a job, line cooks are always in demand, as well as other kitchen staff. Once you get a job you can go to a bank and hopefully get enough of a loan to afford rent on someplace. Look online for people looking for roommates.

You could also join some branch of the military, they also need cooks like mad. That would get you out of that place for 2 years at least and could help set you up with something better afterwards.

Cost of living in WV has to be super low. Find a line cook job (shouldn't be hard to do) and just save, save, save for a few months.

Lets do some quick and dirty math. I am going to low ball my math for worst case scenario. You get a line cook job at $11 hr, 25 hrs week. In three months you will have made grossly $3,300 before tax, which would probably drop to $2,800 post tax. I don't know what your financial obligations are, but if anything heed this info the most. Do not get in the habit/spiral of providing your paycheck to the household. Reading your situation, you're family is going to come to you hands out asking for you to contribute to the finances. DON'T! Pay for your own food if they make a huge stink about it. They won't kick you out most likely, just make life somehow shittier if that is even possible. You an suffer for three more months! You can make it! With that $2,800 you'll probably have around $2,000 if you want to spend a little while you save (try to save as much as you can!). With cash in hand, look for some cheap apts or look on Craislist for a roommate.

Some basic tips to get financially competent. The one thing I got in the habit of, which really helped me save/budget is to pay off all your bills first thing in the month. Don't care if the bill is not due until the 27th, pay them off. Money you do not see, is money you do not waste. Don't fuck up and spend your money, and find out you do not have enough for your cell bill and basic needs like food.

Even if the roommate you wind up with sucks you can always pack up and leave. Move to the closest city (if its not Chicago or anything in Michigan) and start working. Save all of your money, buy and eat cheap, build the fucking nest up in your bank account. Every year come tax time SAVE AT LEAST HALF OF IT. I used to get Social Security every month when I was 18-21. I bought so much useless shit and its all gone now. I wouldn't even buy clothes or even had a car, rent was free at my own 2 bedroom town home juggling strangers and friends as roommates. Just a bunch of xbox games and dvd's, all of which were bought used. I still spent all of my money on useless shit that all got stolen, lost or broken. Ten years later I'm working hard and not making shit for it, wound up losing Grandpa's house and having to sell it after he died due to unpaid taxes and the house having problem after problem. Morgatge for a new roof, oh no furnace is out, oh no sewer line is backed up got to have money to put down rental deposit for a giant fucking spring to shove through tree roots and shit with my own bare hands. And then the fridge went out and I sold it as soon as I could.
Now I'm back to room mates and renting, don't have as much personal space as with my own apartment or house but I actually have money in the bank and no plans to spend it all on useless broken shit. (Except a new pc because fuck yes)

Get out there and give it a shot, and if you want to help the people still stuck there and live in a decent sized city you can report the mess to CPS and the health department and they will come and take the kids away, force it to be cleaned or condemn it.

Also, I went to around 5-6 homeless shelters while I was getting my Master's degree as a part of my course. For the most part, they are serviceable for what your needs are. They usually kick you out during the day, which is fine because you will hopefully be working. You'll have a free meal or two a day to save you money on food. Contact local shelters and learn their policies. Some are first come first serve, while some will actually let you stay for a certain length of time. Also, contact local churches and catholic charities, as they usually will house/room homeless people.

It's fairly close, has restaurants with job listings on indeed and cheap rent (saw several 3 bedroom houses for 500/mo on hotpads) without latent violent crime that accompanies low rent in many parts of the country, and theres a homeless shelter that could serve as an intermediate place. Also, you can walk everywhere in town, so it could work without a car. Main problem is it's a college town, so jobs might dry up over summer.
